Abstract. Capability-based acquisition of the NGWS (New Generation Weapon System) within a FCAS (Future Combat Air System) shifts the focus of acquisition away from attempting to completely describe a system’s performance requirements early in the concept definition stage. The System-of-Systems (SoS) nature of this new generation of combat-air system requires new systems engineering approaches , a new way of thinking, essentially because the new concepts of operations, geopolitical circumstances, broader financial, industrial and political realities, and countless other factors all affect the delivery of revolutionary and challenging air-power effects required to meet the 2040 objectives when the SoS NGWS/FCAS should reach its IOC.
